Accessing the works of Ralph Vaughan Williams

Well, as of today, January 1, 2009, the works of RVW are in the public domain. Unfortunately, most of the works are still listed as Non-PD and are, therefore, non-accessible. Would an admin please revise the status of these works?

I went to SMA and found all of my Noncommercial-licensed music there. They clearly went and copied it all off of IMSLP. However, it was all available to anyone regardless of membership. It looks like what they're doing, though despicable, is legal.
