What I have done in the past (and what I think we were recommending at one point) was to attach the source files to the PDF that was generated by them. You can look at this as an example: http://imslp.org/wiki/Violin_Sonata_No.1,_Op.12_(G%C3%A9dalge,_Andr%C3%A9)

As Sallen112 said, it is definitely eligible. The problem is the score is quite hefty in size (at 457 pages large), so it'd be quite a bit of work.

I have a suspicion that many people already had them at one point (either created them personally or were given them) when they had no access to an "official" or engraved set of parts. They may then upload them when they learn of IMSLP's existence because "why not; I have them". ...

Looks to have been published in the early 2000s as edited by Hermann Danuser, so most likely copyright worldwide.

Honestly, this work is so obscure (the OCLC accession number you provided only shows one owning library) and sufficiently aged that I doubt the controlling publisher will bark. With the information that was discovered, I think there's enough evidence to post it with a "checked" status for ...

Yes, it is, and was reprinted by MPH a while back. Full score is 253 pages and looks readily available (from the source edition printed in Prague, 1955) from libraries in the US.
