If the images in question are from 19th century editions of works by Chopin there are probably scores of libraries in Europe that have those same editions available--many probably online. Libraries using database rights seems to me to be just a questionable means for them to claim ownership of images of works in the public domain. I'm glad to see that the U.S. (surprisingly) doesn't honor such attempts to circumvent copyright law.

Their reproduction has the status of derivative work. At least in the United States this is definitely not so. If the scores are in the public domain there's no reason not to upload them to IMSLP. I'd suggest leaving the scanner field empty and perhaps adding a link to waltercosand.com as the source of the PDF in the miscellaneous notes field.

You should list yourself as the arranger. You can also upload the LilyPond source file but you will need to archive it and upload it contained in a Zip archive file. Your submissions are certainly welcome. I would suggest that you create a composer category for yourself and then "associate"...

New files have been uploaded. Don't use the inline viewer (ViewerJS) as that may continue to show the old versions of the files (for the violin and cello parts) for months.

The proper editor link has now been added. If you edit the work page for Les Indes galantes look for the following line:

|Editor={{LinkEd|Luca|Albanese}}

Using the LinkEd template will cause the work page to show up beneath your category page under the "As Editor" tab.
