Andrew, I think Feduol said it best and a couple others before him as well, but allow me to reiterate -- why should an exception be made for DIAMM? Yes it might be the right thing to do if you look at it from your standpoint of "it'll placate them and allow even more"....but it's be a TERR...

Andrew, others have touched on it, but you seem to be missing the difference between the physical item and its contents. OBVIOUSLY the physical texts stored at those libraries are owned by them. Actually the original was for band, Jacob transcribed it for orchestra.

It especially doesn't make sense how they can suddenly make things go from PD to not-PD. This isn't even like that time in the 90s with the Soviet-era stuff. It's just...well it doesn't make any sense. At all.

As the Wikipedia page said, some 20th century composers used 'piccolo clarinet' for Eb in their scores, however, one must also remember than alto flutes are occasionally called bass flutes (for instance in The Planets). And I believe Abs are often used in European bands. But that's about it, though ...

The Eb isn't the piccolo clarinet however, the /Ab/ is.

Paganini didn't write a guitar conterto, so it's probably an arrangement of one of the quartets. IMSLP has four of them, so that would be a place to start.
