Believe me, as someone who did a research paper about it, there was no chamber music with a bass clarinet part that was published at that time.
(Unless you mean basset horn, which is a whole different kettle)

1996 is ''recently''? The only real hope for the concerti would be copies of the manuscript, they were never published (or at least not any time where they'd be PD). Also the whole issue with the those two pieces is confusing -- one of the recordings claims that the Concerto-Rondo is the third movem...

Right, Berlioz simply made an arrangement of existing music (as did Liszt quite a few times, as mentioned).

Strauss Sr. AFAIK didn't have anything to do with it, but both Berlioz and Liszt (the later quite a number of times) made their own versions.

Lists of facts are always legal, though sometimes the exact method of listing could be considered 'creative'.

I could, though, see categories like "Grade 2 in XXXX" or something? Though granted it'd likely mean popular pieces would get way too many, but it's a thought.

You’re overthinking this. Look at yelp, trip advisor, and amazon. Users give a star rating and include their reasoning. Other users read these ratings for guidance on reaching their own decision. There’s no “correct” rating because of course they’re subjective. And the trolls will be quickly outed ...

You miss a bit of the point of the fact this a wiki though. People will be trolls. "LOL, I'll rate this really hard piece a 1 hahah" will happen. And staff would have to clean it up.
