Could we have an "Add a new publisher" option on the publisher's page, similar to the "add a new composer" on the composers' page?

I have an article ready but can't see how to upload it.

Publisher VEB Breitikopf Leipzig around 1950 plate num 4121-4129.

Would they be legal anwhere on IMSLP?

This is a Soviet score for viola and piano, with no named arranger or editor. Plate number 3331, page numbers 2,3 (va pt)5,6,7,8 (p sc) No title page.
