My guess is that the slur is probably but a phrase mark, as such, the passage is simply suggested as a phrase, then within that the notes expressive but marked could be played legato, but tongued to give a slight detachment?

I recently picked up a copy of this piece from the clarinet institute's website, and it is missing the oboe part, does anybody happen to possess this part, since the owner of the site does not believe another copy exists, or at least he cant find it, and i wish to perofrm this piece.
