I favor more free when possible. I prefer CC-BY-SA myself (though it's arguable whether most of the typesets I've done would qualify), because it seems to be the right balance: you can do whatever you want, but if someone distributes the typeset, anyone who receives it knows where they can find the ...

Use 'Community Portal' instead. The queue and all the projects are linked from there, so getting to the queue will take the same number of clicks as before, and getting to a specific project even one click less. I looked there... Generally, if you click the "Add a piece to this composer page", it should work, but if you have to log in in-between the composer page and the 'add a piece' page, you'll have to go back to the composer page and click the link again.

Wow, nice. My one concern is the difficulty of reading the "Welcome" paragraph, due to the image behind it... Maybe a touch lighter on the image? What is and where did you get that image, btw?

I was trying to find some help on the Mediawiki site on a method to have a template change mark its pages as 'touched', and then only regenerate them in the cache when next viewed, but no luck. Is that a workable idea?

Maybe, instead of a popup, a pop-out? Overload the 'submit' button (or put another in its place) that makes a red(?) div with the reminder appear before they can actually submit the file? Maybe the div has the 'submit' button...
