I agree entirely that it's not clear cut in many instances. And there are all kinds of reasons to upload scores that are still available for scale. Maybe all you need is the flute part because a member of your quintet lost theirs. You can't buy just a part even if you wanted to. Maybe you have a cop...

As Vieuxtemps died in 1881, his works are PD, so it becomes a matter of edition. As it turns out, this is the only violin concerto of his that we do not have in our collection, although we've digitized several of his other concertos (1, 3, 5, and 7), some of them at Jon's request.

The most recent work that might assist you is David Jasen's book, Ragtime: An Encyclopedia, Discography, and Sheetography (Routledge, 2007). It's pricey, but a pretty good source.

Heck, we can't even afford the Kirtas scanner that Google uses (used), and the company is located only about 10 miles from the library. :)
