Yes, but IMSLP is based in Canada. They cannot legally post works that are not public domain in the country in which they are based.

I think It blocks it for everyone - I asked about an IP adress recognition system a while ago - that would cut down on legal liability as well as making things more accessible (and maybe the Canadian Urtext law could be used then too - free urtexts (not for me though...)!)

There is a conductor and a marathon runner (...) of the same name. The conductor (might be the same person????) has recordings from at least 1978, possibly 2004 even, but I couldn't find any composer by that name.

I uploaded all of the last volume (44) to IMSLP except for one part - the page wasn't in the file I had - and the mass in b minor, of which I made a PDf that is 153.9 MB. I could zip it and email it or something, but it might still be too big.
