I have the masters music edition of this piece which lists Günter Hausswald (1908-1974) as the editor. Looking it up on worldcat the original was published by Hofmeister probably in 1958. Does this fall under the 25 year scientific edition rule? Is there another reason why this is PD worldwide?

Most likely. If Masters is reprinting it, the odds are 99% that it is PD in the USA. It's status in Canada and other countries will depend on what Hausswald did as far as editing. It looks like a case where it's a critical edition (with a term of only 25 years in Germany), that was ineligible for GATT because by 1996 it was already PD in its country of origin.
