Transposed orchestra parts

I have scanned the orchestra parts of Marche funèbre d'une marionnette by Gounod, from Luck's Music Library. These are reprints of an old C.F. Peters edition, in the public domain. The modern set includes some new typesets of transposed parts e.g. B-flat clarinet, from the original A clarinet and Bflat trumpet. These pages contain Luck's copyright notice, but there obviously is no new copyrightable work here. These are fairly recent (1996 and 2005). What is the IMSLP policy on uploading such recent publications?

I am inclined to say go ahead an post them. The US copyright office will not allow you to register a copyright on a mere transposition. Transposing something is not a contribution of an original nature at all. Now it can even be done with a simple command in a program like Finale or Sibelius.
