F.P. Tosti wrote a handful of songs using poems by Githa Sowerby, who died in 1970, meaning it will be about eight years before they can be uploaded to IMSLP. So far, every one of these songs I've run across was published before 1923, making them public domain in the US. Are there any other requirements for uploading them to the IMSLP-US server and linking from IMSLP?

I cannot think of any copyright issues with respect to the US. Just keep in mind that uploading to the USA server is a completely different procedure. You cannot use the regular upload feature to put them on the US server.
