Vois sur ton Chemin

This song by Bruno Coulais is from the film Les Choristes (2004). I want to publish an arrangement for recorders on IMSLP. The work is surely under copyright (despite the many versions freely available on the web) but whom do I ask for permission? I've found contact information for his agent but they don't reply.

You might want to try this: 1: write a letter to Bruno Coulais, asking this permission 2: put this letter into an envelope and don't write anything on this envelope 3: write a letter to the Society of Composers of your country, asking them to convey the first envelope to the composer 4: put this letter and this first envelope into a larger envelope and send it to the society of composers.

No society of composers will disclose the personal address of a composer. We can understand why.

My understanding of copyright is that once a composer has sold a piece to a publisher, only that publisher can grant permission for
further arrangement of that music until it becomes PD.

I suspect that such a contract agreement occurs very seldom, if at all.
