US 1923 limit: 20 grace years?

On https://urresearch.rochester.edu/viewIn ... ctionId=63 I see several scores edited after 1923 with "Digital images made available during the final 20 years of US copyright in accordance with the Digital Millennium Copyright Act." Are they welcome on imlsp? Can anybody explain?

I imagine the works are still under copyright for performances and CDs.

Yes, this confuses me as well, although they should be good to upload if PD-EU/Canada. Is (are) there any specific case(s) you have in mind?

This one is PD EU because it is an Urtext of a PD worldwide composer.

What about Non PD EU and CA composers, such as Stravinsky? Personally I think just to be safe we should wait until 2022 or so...

The 20-year exemption applies only to publicly-funded libraries (like Sibley) and only for the USA. It's supposed to be limited to works which are no longer available commercially as well.
