Handel, HWV 337 vs 338

We now have an arrangement entitled Adagio and Allegro, HWV 338. Before I tag it, I need to resolve the following:

1) The work page should show the original title for the full work. In the arranger's source, the Hallische Händel-Ausgabe, series IV, Band 15, pp.46-48, this excerpt comes from a work called "Ouverture", so I need to re-do the page title, but that brings up the question:
2) The arranger has listed it as HWV 338. However, the Hallische Händel-Ausgabe, has the correct music, but the HWV number is 337, not 338. I would need to change the HWV number on the work page to 337, but Grove Music lists this work as "337 (–338)", though in the Hallische Händel-Ausgabe, HWV 338 is a separate work entitled "Sinfonia" and is for 2 violins, continuo. Can anyone shed any light on why both numbers are listed for one piece?

Originally, with 1st movement of the Organ Concerto, Allegro in D minor (HWV 317), a 3-movement orchestral concerto.
1st movement used as sinfonia in Ottone (HWV 15); theme of last movement reworked for ouverture of Ottone.

I can only see 4 recorders in the arrangement.The file title contains op.3 No.6. And there is another candidate:

HWV 339: Sinfonia in B flat major (as "HWV 338")

Genre: Orchestral
Composed: Probably Hamburg or Italy, circa 1706-7
Published: 1979
Borrowings: An aria ('Binder Schutz') in Handel's first opera Almira (HWV 1), 1704, provides the main theme of the opening movement, which it also shares with the keyboard suite in B flat major in the 1733 collection.
Notes:
No autograph.
First published in 1979 in the Halle Edition (IV/15) and is known only from a copy by Christopher Graupner (1683-1760).
The Sinfonia could well date from Handel's own time in Hamburg between 1704 and 1706.

I found the original music at YouTube: http://www.youtube.com/watch?v=PlqanD5O0OE.
They played it as Handels concerto op.3 No.6 (HWV 317). But only the first movement is from HWV 317,
movement 2 and 3 are identically with HWV 338 and the 3 rd movement Allegro is the original piece of
our arrangement. Accoding to http://www.haendel.haendelhaus.de the instrumentation of HWV 338
is "Querflöte, Oboen, Fagott, Theorbe und Streicher".
