I'm not sure in which forum this question belongs, thus I put it here.
There are two versions of the parts to Gliere's Russian Sailor's Dance:

The first version, from Luck's Library, has no pdf restrictions though it it is tagged:
Copyright: Public Domain - Non-PD US, Non-PD EU [tag/del/mrg]
The second version, which is a cleaned up version of the first, is somewhat similarly tagged
Copyright: Creative Commons Attribution 4.0 - Non-PD US, Non-PD EU [tag/del/mrg]
but it's pdf Security restrictions are set to all, e.g., No Printing Allowed, etc.
There are two corresponding scores but the second (Thailand version) does allow printing.
So my question is - what's going on. Are the Thailand version parts incorrectly set to No Printing Allowed?
Is it legit to post parts on imslp that cannot be printed?

For whatever reason the Classical Music Library of Thailand Project who produced those parts set security restrictions on those files to, among other things, prevent printing. I don't understand the motive for doing that to a file posted under a Creative Commons license but I was able to use a software package to remove the security restrictions. The free-to-do-with-as-you-please parts have now been uploaded.
