Why no signature on postings?

I am a member but when I post a message on a discussion page I dont see any option for adding the ID signature, date and time that I see on other postings. Why?

To add them, you have to end your posts with four tildes (~~~~). I'm pretty sure that it's included in the editing help somewhere.
