File size test is broken

I was trying to upload a 13M file and got this message:

It is recommended that files are no larger than 10485760; this file is $2

Also, this was a new version of an old file but it complains

A file with this name exists already, please check File:PMLP564208-Volume DeDu.pdf

but the file name is not editable.
