Hi, may I upload works of Anatoly Aleksandrov that were published in 1925-26? If so, how do I do it? There's no Add Work button on his page.

Of course if they were first published those years, but what works are you wanting to upload and what first publication evidence do you have for such works?

Poem for piano, Op.9 (pub.1925).
The other one, excerpt from the opera Phyllida's Shadow Op.8-а (pub. 1926) has lyrics by someone who died in 1972, is that still OK to upload?

Yes, it's OK to upload to the PML-US server.

You can now go ahead and create pages for any works published in 1927 or earlier. (On January 1, works from 1928 will also be eligible.)
Make sure you
upload to PML-US.
