Hi.

What is the precise difference between "c.c. by 3.0" and "c.c by-sa 3.0"

"c.c by-sa 3.0" means that if someone makes a derivative of the work, they must license it under the same terms (ie, CC BY-SA) as well as attribution.

CC-BY just requires attribution.
