Haydn Trumpet Concerto (piano reductions)

The only piano reduction of the Haydn Trumpet Concerto on IMSLP is one by Michael Rondeau, which is a 'home-made' arrangement and not a scan of a published edition. Does this mean that all published editions of this piece are copyrighted?

I have a pristine Franz Beyer edition of this concerto before me; on the front page it says "GM590 - Copyright 1976 by Amadeus Verlag (Bernard Päuler), Winterthur/Schweiz"

Presumably I would not be allowed to scan and upload this?

I don't have a birth or death date for Franz Beyer, but Music Sack lists him as still active in 1982, so even if he died at the end of that year, he would be probably still be covered in most if not all countries.
