Louis Ferdinand von Preußen, Notturno in F, Op.8

Hello all,
(I am wondering if it would be possible to a, modify the name of the url to be "Notturno, Op.8" in place of simply "Notturno") - not really related, but just wondering
and b, how to properly upload the score of this work. I have found the sheet music online through the European Library, which can also be found here:

I have split the work into its appropriate parts but am hung up on the copyright aspect. The library notes it as creative commons 4.0, but when choosing that option on here, I am unable to upload the work. My question is, is this work simply not able to be uploaded due to a copyright constraint? I do hope not.
I apologise for any inconvenience, I am not well versed in the IMSLP formatting. I simply wanted to complete the works available for Louis Ferdinand, as the Notturno and Larghetto Varié (second work I intend on uploading) sets of works are not yet available on IMSLP.
