Do you mean this file? I at least can open it fine, with no problems whatsoever. What browser are you using? (I'm on Chrome for Mac, FYI.) You might want to try either switching browsers and see if that works or saving the file to your computer and using another program (such as Foxit) to open it. I know that in the past, people have reported issues with opening files that turned out to specifically relate to their usage of Internet Explorer.
