Selecting a non-commercial license

Since we have deprecated use of the Creative Commons non-commercial license derivatives, are we able to upload typesets of otherwise public domain works (?) where the author wishes the content to only be available for non-commercial purposes?
More context:
The Erkki Melartin Society has produced beautiful typesets of some of Melartin's works including all six of his symphonies. They state these scores are only for non-commercial use. Are we able to host them here and honor their wishes?

I am not an administrator so I cannot give you a definitive answer as to what IMSLP's policy is in this case. However,
IMSLP:Licensing Policy and Guidelines states that:
CC-NC files can be imported from external sources, but they are strongly discouraged for new submissions made by IMSLP users.

No the only NC licenses we can offer is if the contributor is part of a PRO group and use the PRO licensing for upload. Otherwise they must be OK changing the licensing to a free license (CC-BY-SA or free-er).

We will not allow uploads of such scores with "informal" non-commercial licenses. The website you link to does not grant any sort of permission to redistribute for any purpose at all. Submitting any source from this website is completely prohibited.

Thanks for the feedback. Can you provide any sort of example they could follow, if they wish, which would allow us to have their scores uploaded?

For anyone who happens to come across this discussion, please note that the policy at
IMSLP:Licensing Policy and Guidelines has been updated to reflect this.
CC-NC files can only be added with specific permission from the Head Copyright Reviewer.

They can release their typesets under CC-BY, CC-BY-SA or CC-Zero. However, considering that they are putting up these scores as a perusal in order to rent out parts commercially, I strongly doubt they have any intention of contributing.
